Extreme Attention Seeking Student

I have a 1st grade student in my building who is seeks attention, positive or negative, to the extreme. They run out of class, attach  to people who visit the building, run around the building, in and out of other class rooms, stick out tongue to adults, disrespectful to adults, hits others, refuses to follow redirection, tries to get others to join them being disruptive, and interrupts others' conversations and interaction to try to join in. Parents are not very receptive. She's in outside counseling. A classroom behavior plan was put in place. She is academically below grade level. Suggestions needed.

Could you set up a system where she gets the attention first thing and earns "talk" time with preferred adults? I know this might take her out of academics, but it doesn't sound like she is getting much at this point anyway. If you try to control the way she gets attention by giving it to her before she "asks" then she might not seek it in aggressive ways so often.
